Scope

This document defines the safety specifications for gas refill bottles intended to refill refillable gas lighters, refillable gas utility lighters and refillable gas lighters equipped with flame-lock systems (NWIP to be proposed), to ensure a reasonable degree of safety for normal use or reasonably foreseeable misuse of such gas refill bottles by users.

This document does not apply to fluid refill bottles intended to refill fluid lighters (as defined in ISO 9994).

Purpose

Refillable gas lighters are widely used by consumers worldwide, but the canisters (refill bottles) used to refill them are not standardized. The safety requirements for the refilling of a lighter are defined in the existing WG10 standards only for what concerns the gas leakage of the lighter after the refilling operation itself, leaving room for the improvement in the safety requirements for the use of gas refillable lighters by the consumers, namely during and after the refilling operation. The safe refilling of gas refillable lighters by consumers is in fact directly related to the good compatibility between the lighter’s valve and the refill bottle’s stem, which allows the correct transfer of gas from the bottle to the lighter without creating any hazardous situation to the user. Today, a wide variety of refill bottles for lighters are found on the market with different stem designs and adaptors that are not always fully compatible with the refillable gas lighter’s models. Therefore, the definition of specifications allowing a maximum degree of compatibility (related to a minimum gas escape during refilling) is needed to increase safety and facilitate the refilling operation by consumers. As for lighters in ISO 9994 and ISO 22702, gas refill bottles for lighters should comply to safety requirements that ensure that they are safe for use (internal pressure, compatibility between the container and the gas, ...), also considering a potential reasonably foreseeable misuse (drop test, resistance to elevated temperature, …). Parameters such as the stem design and the typical gas compositions are also to be considered. The new proposed standard aims to define such requirements for gas refill bottles for lighters.
