Scope
This International Standard deals with the safety of electrical hangers for household and similar purposes, their rated voltage being not more than 250 V. Appliances not intended for normal household use but which nevertheless can be a source of danger to the public, such as appliances intended for use in shops, in light industry and on farms, are within the scope of this standard.
Purpose
In 2023, global sales of electrical hangers have reached 9 million sets, and is still growing rapidly at an average annual growth rate of 20%, gradually becoming a popular household appliance in daily life. Since it is a product with various of functions combined, the complexity of the structure leads to its unique risks that are different from other appliances. According to the analysis of existing faults and accidents, the following safety issues shall be considered: 1. Stability and mechanical hazards: unreasonable design, poor materials, lack of protection mechanism, mechanical parts deformation or even damage can result in personal injury. 2. Mechanical strength: fixed devices, drying poles and other components that do not have enough mechanical strength can cause the machine to fall and result in damage. 3. Fire risk: electrical circuits failure or overheating may ignite clothes hanging on the appliance. 4. Electric shock risk: inferior power connections and external cords, poor grounding measures, defects in the unreasonable structure, etc, can result in electric shock risk. For now, only IEC 60335-1 is applicable to the product, while various risk types need to be covered and specific safety issues need to be considered specially for the appliances, in that case, it is quite necessary to develop particular requirements for electrical hangers. Based on 61/7129/DC and 61/7181a/INF, CN NC’s explanation to the background and consideration of the draft during the plenary, and decision of Item 30 of Hangzhou plenary(61/7259/RM), this document is now formally proposed as a New Work Item.
