Scope

This document provides a specification for QR-codes for mobile (instant) credit transfers (MCTs) whereby the payer uses a mobile device to initiate the payment transaction. The QR-code is used to exchange data between the payer and the payee to enable the initiation of the (instant) credit transfer by the payer. This document is applicable whether the QR-code is presented by the payee or by the payer. This document excludes the following from its scope:  The details of technical requirements and the supporting infrastructure to achieve interoperability amongst mobile (instant) credit transfer (MCT) service providers;  The detailed implementation specification of the payload included in the QR-code.

Purpose

QR-codes are one of the proximity technologies that may be used for the data exchange between a payer and a payee to enable the
initiation of an (instant) credit transfer.
This document specifies the Quick Response (QR)-code formats for both a payer-presented and a payee-presented QR-code. They
have been defined to support the initiation of (instant) credit transfers by the payer (so-called push payments) for various payment
contexts, including person-to-person, person-to-business, business-to-person and business-to-business payments, including
payments for public services.
The document specifies the minimum data elements that shall be included in the QR-code as well as the QR-code format.
Furthermore, the security aspects of QR-codes and their data are analysed, in compliance with ISO 5201: Code scanning payment
security.
The usage of this standardised QR-code is key for achieving (cross-border) interoperability of mobile initiated (instant) credit transfers.
The document submitted is a generalisation of an earlier document developed in Europe for the mobile initiation of SEPA (instant)
credit transfers using QR-codes that has been developed by a dedicated multi-stakeholder group, facilitated by the EPC, to enable
interoperability and cross-border usage of these types of payment instruments. The original document was published on the EPC
website in June 2022, following a public consultation (see https://www.europeanpaymentscouncil.eu/sites/default/files/kb/file/2023- 01/EPC024 22v2.0%20Standardisation%20of%20QR-codes%20for%20MSCTs.pdf).
Subsequently a derived version of the document was prepared for submission to CEN for publication as a European Standard employing the CEN flexible development process.
The EPC is a liaison member to CEN TC 225 on AIDC technologies and the standardisation of the document has already been announced to the CEN Technical Board end January 2024 in the document BT N 15377.
An additional rationale is provided by the EPC in document EPC099-24.
