Examples of watercraft may be included in the scope such as rigid inflatable boats (RIB) to help support the scope statement.
Exclusions may be included such as so-called powerboat racing craft.
The standard will cover:
• construction, including field of vision and extent of protection;
• materials;
• shock absorbing properties;
• resistance to penetration;
• mechanical strength;
• retention system properties, including fastening devices, strength and effectiveness;
• buoyancy;
• marking and information.
The standard is for use by Search & Rescue / Lifeboat Crews (RNLI), / Navy / MOD / RAF / Coastguard / Border Patrol / Fisheries / Fire (Water Rescue Units) / Police (River and Harbour Patrols) / Paramedics / Pilots / Environment Agency / Marine Scotland / equipment manufacturers / test and certification organizations The standard will use PAS 028:2002 as a base document.
The current PAS 028 Safety of Marine Helmets was published in 2002 and may be out of date when compared with both developments in standardization in the head protection sector and in the marine environment itself when considering craft speed and capability.
It is recognized that, in addition to the PAS, manufacturers and specifiers may rely on elements from existing standards in other sectors in order to produce or select a helmet which will perform in accordance with the needs of their users and the hazards that they face.
This standard will aim to provide a level of protection relevant to and suitable for the types of hazards associated with the use of small fast craft in high speed or flowing water for example in the case of in shore or offshore rescue.
