Scope

This document provides to ELT recyclers and producers of ELT derived materials an approach to the compliance with the European CPL and REACH regulations. This document provides a guidance to:  Identify the relevant hazardous substances expected in ELT derived rubber (granulates and powders),  Assess the hazardous classification of the material according the CLP regulation based on the expected concentration range of these substances,  Support the REACH compliance of the materials.

Purpose

This document has a twofold objective. Firstly, it intends to guide ELT (endoflife tyres) recyclers and producers of ELT derived materials in assessing the hazardousness of the materials according to the CLP regulation based on substances expected to be present in the granulates and powders and their expected concentration range. Secondly, it provides operational approach to substantiate the compliance with the REACH regulation. It builds on the ECHA’s “guidance on waste and recovered substances”, and relies on the Italian standard UNI/TR 11810 “Materials deriving from the recovery of endoflife tyres Guideline for the compliance of granules and powders or other products deriving from ELT recovery with the REACH and CLP Regulations – part from1 to 6 (Conforeach) as well as additional technical contribution provided by AFNOR. Purpose is not to replace the guidance but to provide help for the recyclers on how to apply it. This document will help ELT recyclers to enhance market visibility on products coming from end of life tyres
