This document addresses the safety of persons and premises when using devices and appliances (“products”) with interfaces to a communications network in a home or building (“premises”). This document specifies basic requirements for safe operation of products that can be controlled remotely via a connection to a communications network. The network may enable such products to form integrated applications. The products may interact via the premises network and may be controlled remotely from within the premises and from a wide area network outside connected to the premises network via a communications gateway. Recommendations and methods for remote-control message screening and guidelines for selecting messages to minimize risk are specified. These specifications are intended for product and related device designers, engineers, and manufacturers of products and related components. Such components may include communication interfaces, associated communications equipment, and any sensors, actuators, and user interfaces accessed by the product remotely. Methods to enhance the safety of network-connected products through design and programming could be addressed in product-specific standards. This document specifies a safety framework and guidelines for control and data communication messages. This framework can be referenced in a series of safety documents tailored to product categories. Thus, the safety requirements specified in this document apply together with any relevant product safety standards.
The safe operation of appliances connected to a local area network in a home or building depends on many factors:

• Appliance field upgrades
• Appliance maintenance
• Appliance repairs
This document focuses on the safety aspects of appliance operation related to network communications. It specifies how networked appliances and devices interact via digital messages while maintaining safe operation for users. This document and related HES gateway standards address the following issues that were not included in IEC 63044-4, Home and building electronic systems (HBES) and building automation and control systems (BACS) – Part 4: General functional safety requirements for products intended to be integrated in HBES and BACS:
• Screening out message that pose a risk to the safe operation or condition of appliances connected to a home network
• Data security and safety enhancements provided by the Home Electronic System (HES) gateway.
As IEC 63044-4 specifies, corrupted messages must be recognised and discarded or resent. However, a particular challenge is recognising and responding appropriately to a valid message that might create an unsafe operation because of the particular operating environment of appliances and devices attached to a home or building network. Examples are presented in this document.
