Draft Decision C 220 – Adoption of PWI for core standard Temporary works equipment – Basic requirements

Scope

This document specifies generic performance requirements and methods for design and assessment for the products and structures dealt by CEN/TC 53. The specific technical standards for the respective temporary work equipment within CEN/TC 53, e.g. working scaffolds, protective scaffolds, shoring, apply with priority. This standard as well as the mentioned specific standards take, in case of technical discrepancies to the regulations of the structural Eurocodes, precedence

Purpose

The analysis of the standards in the range of TC 53 and the corresponding discussions
led to the following findings:

- There is no clear structure and hierarchy in the standards of TC 53

- Different standards contain similar provisions on the same or comparable situations. Several of these
regulations differ from each other and are sometimes even contradictory (See Appendix A)

Based on this understanding, a new idea was developed. This idea considers bringing
together in a uniform manner the basic definitions and rules that apply to all specific
standards in TC 53. This new standard, called the core standard, would precede
all other standards. All other standards would be based on and refer to the new core
standard. The provisions made in the core standard would only have to be mentioned
in the specific standard if they had to be deviated from.
