This document is applicable to all manufacturers, test houses and procurers of VSBs and other endusers, such as site-owners, specifiers and inspectors, municipalities or event organizers, where VSBs are used to protect people in any public or private location from the impact of vehicle attacks.
This document is not applicable for providing guidance on design and the operational suitability of a VSB or other impact test methods.
While in the past years vehicle ram attacks were primarily a phenomenon of extremist terrorist attacks and will probably remain so in the future, the vehicle ram attacks are increasingly becoming an instrument for other forms of criminal acts such as (collective) suicides or acts of retaliation. Accordingly, appropriate protection of vulnerable locations is more relevant than ever. Many municipalities and event organizers face the challenge of protecting sites and event spaces against vehicle ram attacks. A suitable protection on the man on the street or endangered assets is necessary. To achieve this, it is desirable to know the effect of products used for protection.
To prevent “vehicle ram attacks”, some municipalities are already using temporary, portable solutions for temporary events (e. g. Christmas markets or folk festivals) to protect public spaces from vicious attacks. For those responsible for security on site to be able to determine suitable vehicle security barriers according to a risk assessment, as well as to make a product selection, minimum standards are necessary regarding the resistance and protective effect of portable vehicle security barriers.
This project specifies requirements to be able to ensure the correct use of portable as well as stationary vehicle security barriers by users (authorities, etc.). The requirements for planning of tested security barriers that are compatible with the cityscape has been developed in DIN SPEC 91414-2 which shall be the basis for the deliverable.
