The facility management organization, or FMO as it is termed, is the focus of attention for this new standard, which is aimed at providing guidance, with recommendations, on the development of the FMO. The standard will cover governance, leadership, accountability, management oversight, value drivers, risk, organizational structure, stakeholder engagement, social responsibility and ethical behaviour with respect to all FMOs, as well as factors influencing their successful operation. It will also cover the practical matter of the external multi-service provider that aspires to offer management-led facility management over and above the day-to-day delivery of operational facility services.
In most markets, the ratio of internal to external facility management organizations (FMO) leans heavily in favour of the former. There has been a tendency in standards to date to assume that the FMO will be internal. Despite this unintended bias, reference is made in standards to the demand organization and the organization responsible for the delivery of facility management and that a distinction is necessary due to the variable nature in which facility management services can be delivered, i.e. “through internal staffing within the demand organization, external service providers, or a combination of the two” (ISO 41001). Modified wording was introduced into ISO 41014 to ensure that ‘services’ were not seen as the sum total of facility management, i.e. the organization is responsible for facility management and facility services, thereby working on the strategic, tactical and operational levels. ISO 41014 defined the FMO as the “entity responsible for facility management”. This simple definition is intended to convey the message that the discipline is management led and that the delivery of services of whatever kind is subject to management oversight since facility management operates on all three levels. For external FMOs working with several demand organizations, governance and the related matters outlined under Scope are especially important. These FMOs are driven by commercial pressures that might potentially impair their decision making if they do not adhere to appropriate practices and behaviours. For this reason, it is necessary to include guidance on governance relating to the business of facility management. Doing so would provide external FMOs with a firm foundation upon which to develop their competence to serve their demand organizations. For internal FMOs, guidance is equally as important to help in managing expectations. The standard will help demand organizations world-wide make decisions regarding their approach for establishing FMOs that are capable of functioning on the strategic, tactical and operational levels to meet the needs and objectives of their demand organizations.
