PNW 13-1910 ED1: Accuracy test method for static electricity meters under dynamic load conditions

Scope

This standard is applicable to the measurement error test of single-phase and three-phase AC energy meters in the power industry under complex dynamic changes in current conditions. The dynamic error test of single- phase and three-phase standard energy meters can be carried out by reference. This standard mainly includes environmental requirements, dynamic test signal requirements, dynamic error synchronous test methods, test points for dynamic error testing, and dynamic error test procedures.

Purpose

Purpose: Standardize the dynamic error test of stationary energy meters under complex dynamic conditions.

justification: More and more new energy and power electronic equipment are connected to the power grid. Due to the fast switching speed of power electronics and the nonlinear characteristics of impedance, the load current presents a complex fluctuation characteristic of "large range, fast time variation, and strong randomness". The traditional measurement algorithm based on sinusoidal steady state can no longer meet the requirements of accurate measurement, and the test method for steady-state energy measurement that has been used cannot guarantee the quality of the energy meter. At present, the influence quantity experiments listed in IEC 62052-11 9.4.12 only include three OOK on-off ratios, which mainly reflect the slow fluctuation equipment of air conditioners, washing machines, elevators and other loads, and cannot reflect the complex and rapid change characteristics of electrified railway traction load, electric furnace steelmaking load, welding load, photovoltaic access and so on
