ISO/IEC NP 28033-1 Information security — Fully homomorphic encryption — Part 1: General

Scope

This document defines the general concepts and principles of fully homomorphic encryption including foundational definitions, symbols and formats. This document also describes the security models, hardness assumptions with concrete security, message spaces, plaintext spaces, ciphertext spaces, and key spaces. 

Verification that the function itself is computed correctly is outside of the scope.

Purpose

This is a proposal to change the development of the current draft on ISO/IEC 18033-8 into a new multipart standard. The discussion for the proposal was initiated at the SC 27/WG 2 meeting on ISO/IEC 18033-8 held April 19, 2023, to address the complexity and length of the current single document, support the mature content to progress more efficiently, and allow more time to consider areas that need further discussion. At the SC 27/WG 2 meeting on ISO/IEC 18033-8 held May 17, 2023, it was agreed to cancel the current ISO/IEC 18033-8 project and initiate a new multipart standard based on the 3rd WD ISO/IEC 18033-8.
