PWI Drawwork hoisting Oil and gas industries including lower carbon energy – Safety of machineries – Drawworks type hoisting system

Scope

To develop a safety standard for a draw-work based hoisting system.

This European Standard specifies general safety requirements for the design, testing and production of drawworks type hoisting systems. The requirements may be applicable for on- and off-shore applications of such machinery in the petroleum and natural gas industries.

This document deals with significant hazards, hazardous situations and events, as listed in Annex A, relevant to drawworks type hoisting systems when used as intended and under the conditions of misuse foreseeable by the manufacturer

Purpose

Purpose is to issue a type “C” document related to the safety related to the use of a drawwork based hoisting system for drilling and maintenance of hydrocarbon wells, on and offshore.

The document shall be based on the Machinery Directive and the principles of EHSR.

The European Commission is preparing (a single) new standardisation request for machinery that will include a work programme for machinery used in the drilling and well intervention operations in the offshore oil and gas industry. CEN/TC 12 has established an ad-hoc group in 2017 to contribute to feasible work programme by: 1) identifying and prioritising Type C safety standards including justification of applied risk assessment, and 2) developing a harmonised standard on drawworks type hoisting systems (pilot project) to gain experience with developing harmonised standards and better insights in the resources needed. At the CEN/TC 12 meeting in 2019, it was agreed to add the pilot project on drawworks to its work programme. The proposed standard is considered of added value for the sector. In addition, by formalising the pilot project, the (draft) standard will also be assessed by the HAS consultant for machinery, which will ensure that the document will meet the European Commission’s requirements.
