PNW 80-1075 ED1 Maritime navigation and radiocommunication equipment and systems - VHF Data Exchange System (VDES) - Shipborne mobile station - Operational and performance requirements, methods of test and required test results

Scope

This document specifies requirements and methods of testing for any shipborne mobile stations that transmit on AIS, ASM and VDE channels as defined by ITU-R M.1371 and ITU-R M.2092.

Equipment conforming to this document is suitable to be installed onboard ships that are engaged in international voyages and contains AIS Class-A functionality as described in IEC 61993-2.

Equipment compliant with this document may connect to an external gateway using the standardised Presentation Interface to provide additional services

Purpose

The VHF Data Exchange System (VDES) is intended to be the next generation of the current Automatic Identification System (AIS). AIS is well recognized and accepted as an important tool for safety of navigation and is a carriage requirement for SOLAS vessels and widely carried on other vessels. IEC has produced standards in the 61993 series, 62287 series and 62320 series for AIS.

AIS has however become heavily used for maritime safety, maritime situational awareness and port security resulting in overloading of the AIS channels and the need for additional channels. This has been addressed in the International Telecommunications Union (ITU) resulting in the ITU producing a new technical standard called VDES and a revised VHF marine band to designate channels for data transmission.

VDES is intended to build on the capabilities of AIS using new techniques providing 32 times the raw data rates used for AIS. Furthermore, the VDES network protocol is optimized for data communication so that each VDES message is transmitted with a high confidence of reception. VDES increases the capability for digital data exchange in a manner similar to AIS, which includes provision of data to vessels in a geographic area (broadcast), to a specific vessel or a group of vessels in a geographic area (addressed) or to a fleet of vessels (addressed)

VDES has both terrestrial and satellite components for exchange of digital data and will incorporate both AIS and Application Specific Messages (ASM). IEC has produced PAS 63343 for ASM functionality and this PAS is intended to be incorporated into the new standard.

Work is currently in hand in the International Maritime Organization (IMO) to introduce VDES as a future carriage requirement for SOLAS ships. This new standard will facilitate the work in IMO and assist industry in the new developments
