PNW TS 22F-729 ED1: High-voltage direct current (HVDC) systems - Guidance to the specification and design evaluation of AC filters - Part 2: Harmonic performance aspects

Scope

This document provides the harmonic performance aspects which focusses on three specific areas of interest: telephone interference related to the operation of HVDC transmission, including the derivation of appropriate harmonic limits; all aspects of current-based harmonic performance criteria and their application; and field measurement and verification of compliance with specified harmonic limits.

This document concentrates on passive AC filter technology and line-commutated high-voltage direct current (HVDC) converters, but much of the content is equally relevant to VSC converter technology. Where there is a distinction, this is indicated in the text.

The scope of this document covers AC side filtering for the frequency range of interest in terms of harmonic distortion and audible frequency disturbances. It excludes filters specifically designed to be effective in the PLC and radio interference spectra

Purpose

Background

SC 22F had published a Technical Report IEC TR 62001-2 ED1, High-voltage direct current (HVDC) systems - Guidance to the specification and design evaluation of AC filters - Part 2: Harmonic performance aspects in 2016-07 and started maintenance as a 2nd edition in 2020-01.

It was reported by Mr Gearoid O’Heidhin, Convenor of MT 21, that the DTR of IEC TR 62001-2 ED2 although had been approved by SC 22F, the document as written cannot comply with the ISO/IEC Directives requirements for Technical Report as the document provides guidance and recommendations. The IEC Editor has commented that recommendations are not allowed in Technical Reports anymore and has requested to redraft all sentences containing "should" and "is/are recommended" in the document.

This document published in 2016 deals with the specification and design evaluation of AC side harmonic performance and AC side filters for HVDC schemes. It provides guidance and recommendations on harmonic performance aspects when designing HVDC system.

A questionnaire was circulated asking P-members whether they agree to develop IEC TR 62001-2 ED2 as a Technical Specification and the response was positive (ref. 22F/716/Q and 22F/725A/RQ).

The complete draft report (TR) is appended as draft to this NP which is yet to be refined as a Technical Specifications (TS). The editing will be done after the approval of the NP as considerable editorial work is needed to make the document consistent with a Technical Specification.

Market relevance

IEC 62001 (all parts) deals with the specification and design evaluation of AC side harmonic performance and AC side filters for HVDC schemes. It is intended to be primarily for the use of the utilities and consultants who are responsible for issuing the specifications for new HVDC projects and evaluating designs proposed by prospective suppliers.

This is a matter of concern to manufacturers, consultants, developers and utilities with the increasingly wide use of HVDC and power electronics in support of renewable energy
