PNW TS 95-530 ED1: Measuring relays and protection equipment - Part 216-1: Digital Interface - General Requirements and Tests for Protection Functions using digital communication as input and output

Scope

This Technical Specification aims at considering protection functions with digital inputs and outputs complying with IEC 61850 and IEC 61869 standards, in particular regarding

• Subscription to streams of digital Sampled Values (SV) representing energising inputs instead of analogue inputs

• Subscription to GOOSE (e.g. circuit breaker position, circuit breaker failure).

• Publication of GOOSE messages (e.g. trip orders).

• Subscription to time synchronisation messages.

On this base, this document gives requirements for protection functions with digital inputs and outputs and requirements for the IED hosting them. The Scope of this Technical Specification includes:

• The expected behaviour of protection function in case of delays, jitter or loss of SV.

• The data received and published by the protection function.

• The coordination between the digitally interfaced protection functions and the characteristics of the analogue acquisition chain.

• Some aspects related to issues in digital communication, such as, for example, reception of duplicated or corrupted message.

The following items are out of the scope (or not considered) of this Technical specification:

• Requirements regarding characteristics of the communication network. Delays and jitter due to the network have to be taken into account by network engineering.

 • The PACS (Protection, Automation and Control System) communication network engineering and cyber security measures to be applied on PACS level.

• The implementation of specific cyber security standards, such as IEC 62351.

• Requirements for protection functions switching over between two redundant SV streams acquired by different acquisition chains but reflecting the same primary values.

• Combined IEDs with analogue inputs that also subscribe to SV. However, parts of the considerations and recommendations may also be applicable to this type of IEDs

Purpose

During the plenary meeting held in Frankfurt on November 9, 2018, it was decided to create the IEC TC95-WG2 with, as first task to develop a TR on the use cases of Digital I/O for protection IED then to propose a NP to define the generic requirements and tests for protection IED with digital interfaces (see 95/406/RM Decision 2018/16).

During the preparatory stage, requirements, recommendations, and permissions was introduced in the TR (IEC TR 60255-216-1) to prepare the development of the future international standard on generic requirements and test for protection IED with digital interfaces.

ISO/IEC directives part 2-2021 clarified the definition of the technical report and in particular the note 3 was added (see ISO/IEC directives part 2 – Ed 9.0 – 2021 clause 3.1.8): “Note 3 to entry: The content of a Technical Report is not permitted to include requirements (3.3.3), recommendations (3.3.4) or permissions (3.3.5).”

The CD of IEC TR 60255-216-1 (see 95/485/CD) is no more compliant with ISO/IEC directives part 2 – Ed 9.0 for technical reports.

Following discussions with IEC secretariat and IEC TC95-WG2, it is proposed to change the type of document from TR to TS (this NP).

This change implies:

• The references to TC or WG shall be removed (no stable entities)

• References to document under preparation are allowed. A footnote given the current stage of publication of the document according to the IEC website shall be added on the first occurrence and in the bibliography.

• Current Clause 13 includes recommendations to improve existing standards from TCs like TC17, TC3, TC57 and TC95. Because a TS is a normative document, this clause shall be removed from the TS to not create a confusion for the final user between both documents the original standards and the TS. These recommendations will be shared with concerned TCs and WGs by direct communication.

• According ISO/IEC directives part 1 – 2022 subclause 3.1.4, Technical Specifications shall be subject to review by the committee not later than 3 years after their publication. The committee will have to decide to keep this document as TS or to change it to an IS.

• The term “Guideline” should be deleted in the title of the document: "Part 216-1: Digital Interface – General Requirements and Tests for Protection Functions using digital communication as input and output"
