CEN/TC 452 - Activation of PWI 00452002 Assistance Dogs – Dog Lifetime Welfare

Scope

The purpose of this document is to protect the welfare of assistance dogs. For this, it sets out requirements based on the Five Domains Paradigm to ensure the dog’s welfare.

The requirements are universal, they apply:

• throughout the whole life of the dog.

• for all types of assistance dogs.

• for all people/caregivers/handlers who are entrusted with a dog at any point during its lifetime.

Purpose

Background Information:

According to the Decision 2 taken by CEN/TC452 on 2018-05-17, subject CEN/TC452 establishment of Working Group 2 with the title “Lifetime Welfare”. A working draft was presented and decision 12/2019 by CEN/TC452 on 2019-11-12 was taken for Adoption of PWI “Assistance Dogs – Dog Lifetime Welfare” as documented in CEN/TC452 N165.

In the 16th Meeting of TC452 WG2 Members agreed to progress the Document “Assistant Dogs – Dog Lifetime Welfare” draft 0.7, documented in CEN/TC452/WG 2 N77, from PWI to a New Working Item in order to meet the deadline and to move the project further.

Further justification: a series of European Standards for assistance dogs is a step one. The CEN/TC 452 members agreed that a European Standard will not be effective in isolation. Cooperation is needed from all stakeholders, to jointly determine the definition of an assistance dog and what requirements it should meet. Therefore, it is vital to have active involvement from as many countries and liaison/partner organizations as possible with the aim of setting a professional series of European Standards. The objective of this project is to have the series of European Standards for assistance dogs recognized and accepted by stakeholders, such as public authorities, airline companies and health insurance organizations. The main purpose of Part 2 “Assistance Dogs. - Dog Lifetime Welfare” is to protect the welfare of assistance dogs. For this, it sets out requirements based on the Five Domains Paradigm to ensure the dog’s welfare.
