Draft Decision C1/2023 - Adoption of NWI - Mobile IT-Systems

Scope

The standard is intended to define the data structures on an XML basis that are required to exchange all necessary data between the office software and the mobile vehicle electronics to support all processes digitally in solid waste collection. The method of data exchange and security measures are not part of the standardization.

Purpose

This new work item is to define the standard for digital data exchange between the dispatching stationary unit (office) and the mobile units of the waste and recyclables collection vehicles according to DIN EN 1501 (all parts).

With the standardization of this interface, it will be possible to combine the management software with different subsystems of the mobile vehicle equipment without having to make one-time and recurring interface agreements.

This standard would support the implementation of the European Tender Procedure requirements for end users.

This standard considers the professional and market-oriented division of tasks of the participants and avoids unnecessary expenses and errors in the implementation for all participants.

This standard supports the necessary step towards digitalization of business processes in waste management. Activities become more transparent, and reporting becomes simpler and more secure.

This new work item is a consistent addition to the series of previously implemented standards EN DIN14803, EN 17366 and EN 17367.

With DIN 30759, we have nationally standardized the communication interface between the vehicle electronics and the office. The requirements that led us to national standardization apply equally throughout Europe.

The interface definition in the standard to be aimed at should take into account the processes in household waste disposal and the collection of solid substances in the industrial sector as well as the different collection and container systems.

This means that the processes of swap container systems and empty container systems are covered in equal measure. Data interface definitions based on XML are ideally suited for this purpose because data formats are predefined, can be easily checked via a XSL-schema.

In comparison to the implemented DIN 30759 standard, the new project as an European standard is to be limited to the interface between the vehicle and the office.

The reason for this is the already implemented standard EN17367, which represents the better platform for the interface between container electronics and office. The data structures are used bidirectionally.

In the direction of the vehicle, they serve as an operational plan with all the information necessary for the driver. On the way back to the office, the automatically and manually recorded data are included in the data structure and serves as a report, documenting successful processing and any deviations.
