PNW TS 115-307 ED1: DC Voltages for HVDC Grids

Scope

This report provides a recommended DC voltage series for HVDC grids with an DC voltage above 1,5 kV. It concerns the selection of maximum continuous design voltage of multi-terminal HVDC power transmission and distribution systems and meshed HVDC networks.

This DC voltage series is not applicable in DC voltage selection for any stand-alone (not forming part of DC Grid) HVDC projects, e.g. a point-to-point HVDC power transmission and distribution system. However, it is recommended to consider using this DC voltage series whenever possible.

NOTE: DC voltage series provided in this document is recommendation to consider for HVDC grids. This is not a mandatory requirement.

Purpose

VDC power transmission, especially voltage-sourced converter (VSC) HVDC power transmission, provide better solution for the large-scale integration of renewable generation, and electrification of platforms from onshore grids, to strength the power systems by increasing the power transmission capacity, improving stability and controllability as well as enable the integration of different electricity markets.

VSC HVDC is put forward as the technology for an DC grid. The current flow direction in an VSC HVDC transmission line or cable can be easily changed by adjusting the voltage difference between two DC substations as it is in an AC network. This feature leads to the DC grids technically feassible and two HVDC grid installations in China have been in commision operation.

Recommended DC voltage series should be useful for DC side equipment manufacturing and system operators in planning and constructing future HVDC grids. This DC voltage series is essential to other equipment committee to develop related equipmemt standards for HVDC grids application.

IEC TC 115 accompanied the technology development of VSC HVDC and asscoiated HVDC grids in the past decade. It was decided in TC 115 plennary meeting 2018 to establish one working group to propose a DC voltage series for HVDC grids for DC voltage 100kV and above. IEC TC 8 and TC 20 have been invited for this activity. The working group draft was circulated as 115/263/DC. IEC/SC 22F joined in this activity afterwards for a complete voltage series for future HVDC grids.

The recommended DC voltages for HVDC grids for DC voltage above 1.5kV has been proposed by this joint working group (18 experts appointed by TC 8, SC 22F and TC 115) and presented in ACTAD meeting 2022 in Paris by TC 115 Chair. ACTAD and equipment related TCs appreciated this work and concluded that this voltage series is highly expected in the market
