TC9X/Sec1396/DC Railway applications – Rolling stock – Requirements and test methods for electrotechnical equipment for digital freight train operation

Scope

Provide specification and requirements to enable interoperability of freight wagons, freight locomotives, and external power supply with digital automatic coupler (DAC) on the European railway network.

For freight wagons equipped with DAC: Specification of electrical equipment, and electric and electronic interoperability functions and interfaces:

- Electrical interface from wagon to coupler cable

- Requirements for power cable, cable routing along the wagon, protection for power and communication cable, using t he communication cable defined in the respective standard for data communication

- Maximum value for power cable resistance between the electrical interfaces

- Insulation, electric safety, electromagnetic compatibility requirements, types of power supply system and on-board supply net and grounding concepts

- Power input parameters and interface of power supply system: voltage type, level, maximum power, start-up behaviour (inrush current), tolerances etc.

- Power output parameters and interface of the on-board supply net: voltage type, level, electrical current and power, tolerances, power over data line standard

- Diagnostic functions and failure handling of the wagon power supply system

- Requirements for the on-board energy storage system and power management for operation without power supply

- Requirements for operation in ATEX zones (optional requirement for wagons which are concerned)

- Requirements due to functional safety goals

- Test methods for the electric equipment

For locomotives equipped with DAC: Specification of electrical equipment, and electric and electronic interoperability functions and interfaces:

- Electrical interface from loco to coupler cable

- Requirements for power cable, cable routing on the loco, protection for power and communication cable, using the communication cable defined in the respective standard for data communication

- Insulation, electric safety, electromagnetic compatibility requirements, type of power supply system and grounding concept

- Power output parameters and interface of power supply system: voltage type, level, minimum power, start-up behaviour (voltage ramping), tolerances etc.

- Diagnostic functions and failure handling of the power supply system

- Requirements due to functional safety goals

- Test methods for the electric equipment

External power supply to be used to feeding DAC freight wagons in standstill shall fulfil the interface specifications and interoperability functions defined for the power feeding from locomotives. 

Purpose

Introduction of the DAC in European rail freight supports European Green Deal by increasing the efficiency of rail freight, e.g. with less time in shunting and longer trains up to 1,500 m.

The high number of freight wagons in Europe requires standardisation of the DAC interoperability interfaces. This includes the interfaces and electric and electronic interoperability functions of the electrotechnical equipment to be used on freight wagons, locos, and for external power supply.
