Scope

This document provides procedures and methods for measuring and/or calculating the energy efficiency and associated characteristics of fans when driven by electric motors. It provides procedures and methods to evaluate the compliance of the fan efficiency against minimum efficiency requirements.

This document includes stand-alone fans and fans that are integrated in other products. It gives guidance to manufacturers in providing information to surveillance authorities to describe the full extent of the fan by describing boundaries, significant elements and additional parts.

Jet fans are included in the Regulation 327/2011. This document covers the requirements for labelling and technical information but provides no reference for the determination of their efficiency. Refer to EN ISO 13350:2015 for determination of that products efficiency.

Some units previously identified as fans are now defined as Uni-Directional Ventilation Units. This document explains and shows by way of examples the difference between fans and Uni-Directional Ventilation Units.

This standard does not include:

— Uni-Directional Ventilation Units (please refer to EN 17291).

Purpose

The standard project mandated by the European Commission had already been approved and was part of the work programme of CEN/TC 156 as EN 17166 (WI 00156240). The standard project (EN 17166) has successfully passed the enquiry vote and the first formal vote.

In 2021 the project has been cancelled due to exceeding the deadline and has been removed from the work programme. The main reason for this were unresolved matters from the negative assessment of the EU Policy Officer. A solution in principle has been agreed with the Policy Officer and is to be implemented by the NWI. In order not to waste the years of standardisation activities and in order to fulfil the mandate of the EU, a re-inclusion of the project in the work programme of CEN/TC 156 is necessary. The will of the stakeholders involved in standardisation (members of CEN/TC 156/WG 17 Fans) is currently being inquired in a Committee Internal Ballot (CIB). The subject of the CIB is the approval of this New Work Item Proposal (NWIP). After approval and re-inclusion, a new publication of a Draft Standard is foreseen. In case of a positive outcome of the Enquiry vote, it is intended to skip the step of voting on the Final Draft and to proceed directly to the publication of the standard.
