NWIP ISO/DIS 7817 Vienna Agreement CEN lead

Scope

This document specifies concepts and principles to establish a methodology for specifying level of information need and information deliveries in a consistent way when using building information modelling (BIM).

This document specifies the characteristics of different levels used for defining the detail and extent of information required to be exchanged and delivered throughout the life cycle of built assets. It gives guidelines for principles required to specify information needs.

The concepts and principles in this document can be applied for a general information exchange and whilst in progress, for a generally agreed way of information exchange between parties in a collaborative work process, as well as for an appointment with specified information delivery.

The level of information need provides methods for describing information to be exchanged according to exchange information requirements. The exchange information requirements specify the wanted information exchange. The result of this process is an information delivery. This document is applicable to the whole life cycle of any built asset, including strategic planning, initial design, engineering, development, documentation and construction, day-to-day operation, maintenance, refurbishment, repair and end-of-life.

Purpose

ISO/DIS 7817 is the ISO adoption of EN 17412-1:2020, developed by CEN/TC 442. ISO/DIS 7817 (end date 2022-01-19) was approved by 100% in ISO/TC 59/SC 13., but with comments, both editorial and technical (see N 775).

CEN/TC 442 leaders, WG leaders, the PL and experts in charge of developing EN 17412-1 agreed that revising the standard in parallel with ISO/TC 59/SC 13 is a good way forward. It was proposed that the best way is to carry out a parallel enquiry for ISO/DIS 7817. A 2nd DIS vote will be launched at ISO level and a first CEN Enquiry launched in parallel in CEN. ISO/TC 59/SC 13 agrees to apply this approach (Resolution 263, 2022-07-14). As the original document EN 17412-1: was developed in CEN/TC 442/WG 2, CEN lead was proposed and accepted by ISO/TC 59/SC 13 (Resolution 264,2022-07-14).

This New Work Item Proposal is to adopt ISO/DIS 7817 as a WI in CEN/TC 442 with CEN lead (CEN/TC 442/WG 2).

Comments received on the first ISO/DIS 7817 will be discussed and considered in the further development of prEN ISO/DIS 7817.

CEN/TC 442/WG 2 plans to develop also parts 2 and 3 under Vienna Agreement (with CEN lead).

ISO/DIS 7817 (and EN 17412-2) sets out the concepts and principles for defining the level of information need and information deliveries being part of the information exchange processes during the life cycle of built assets when using building information modelling (BIM). Those concepts and principles can deliver clear benefits to all participants in the various life cycle phases of built assets as they provide a common understanding on the right level of information needed at a certain time. One purpose of defining the level of information need is to prevent delivery of too much information. Information exchange should ensure the right information to be delivered for the agreed purpose to facilitate verification and validation processes.

This document provides methods for describing information to be exchanged according to exchange information requirements. The exchange information requirements specify the wanted information exchange. The result of this process is an information delivery.

The level of information need has been originally defined in the ISO 19650-1 and included also in the ISO 19650-2 and ISO 19650-3. The level of information need is a key aspect of information management when using BIM and therefore an international standard on this topic is needed to support the ISO 19650series implementation. There is a need that these concepts and principles are described in a common and comparable way to allow services related to building information modelling to be procured and offered on an international scale. The need has arisen by the fact that there are several conflicting terms, concepts and usages in place internationally that hinder the objective of having a common understanding and practise in describing the level of information need for a common global market.

The concepts and principles contained in ISO/DIS 7817 are aimed at all those involved in the asset life cycle. This includes, but is not limited to, the asset owner/operator, the client, the asset manager, the design team, the construction team, an equipment manufacturer, a technical specialist, a regulatory authority, an investor, an insurer and an end-user.
