23E/1272/NP IEC 61009-3: Residual current operated circuit-breakers with integral overcurrent protection for household and similar uses (RCBOs) - part 3 Semiconductor RCBOs

Scope

This international standard applies to semiconductor residual current operated circuit breakers (Semiconductor RCBOs) with integral overcurrent protection for household and similar uses, for rated voltages not exceeding 440 V AC with rated frequencies of 50 Hz, 60 Hz or 50/60 Hz and rated currents not exceeding 125 A.

Semiconductor RCBOs are protective device with semiconductor switching elements and, for isolation function mechanical switching elements connected in series, performing simultaneously the functions of detection of the residual current, of comparison of the value of this current with the residual operating value and switch off the protected circuit when the residual current exceeds this value. Also performing the function of making, carrying and breaking overcurrent and under specified conditions.

The document includes the requirements and test methods for:

- Protection (overcurrent, residual current)

- Isolation

- Conditions with which switching, protection and isolation devices shall comply with reference to:

- operation and behavior in normal service

- operation and behavior in case of overload and operation and behavior in case of short-circuit and
residual current

- dielectric properties

- indication

- Electromagnetic compatibility

- Communication including configuration

- Characteristics of semiconductor RCBOs

- Tests intended for confirming that these conditions have been met and the methods to be adopted
for these tests

- Information to be marked on or given with the device.

These devices are intended to provide fault protection and additional protection, in accordance with IEC 60364-4-41:2005 and IEC 60364-4-41:2005/AMD1/2017.

Semiconductor RCBOs are intended to be operated also by ordinary persons.

The requirements of this document apply for normal environmental conditions. They are intended for use in an environment with pollution degree 2 and overvoltage category III.

Purpose

Residual current operated circuit breakers with integral overcurrent protection (RCBOs) for household and similar uses are in the scope of IEC TC23 SC23E.

SC 23E has Group Safety Function for Residual Current Devices (RCDs). The development of a self-standing standard for semiconductor RCBOs is seen as necessary to reflect all technical requirements, instead of amending an existing standard.

Semiconductor switching is an important trend in the market due to the availability of such components with relatively low power losses. These new devices with semiconductor technology will combine residual current protection, short-circuit protection, overload protection and further functionalities. New supply strategies using renewables needs to be considered e.g., prosumer electrical installation.

This NWI is related to the development of an IEC standard for a.c. equipment, however d.c. devices shall be added at a later stage.

It is necessary to ensure the same electrical safety as in conventional electromechanical RCBOs, and to enable possible new functionalities and technical features of semiconductors and electronics.
