Scope
With the spread of distributed energy resources, the power flow has changed from one-way to bidirectional, which makes power flow control in the grid complicated and how to secure reliability is becoming important. Especially for inter-regional interconnection links, various requirements such as keeping supply capacity and risk managements are being imposed.
On the other hand, since these interconnection links often follow individual rules of each area, the procedures to access to the grids from the distributed energy resource may be inefficient so that a unified concept is desired. The work item proposal here provides principles and technical requirements for cross -border transmission capacity situations. It includes general requirements and concept in order to help the electric market participants to use the new notions for the planning of their desired cross-border exchanges. This may be especially important when TSOs base congestion management rules on the published transfer capacities.
Purpose
In order to promote the flexible utilization of the corresponding inter-regional interconnection links in the expansion of the introduction of distributed energy resources such as renewable energy and the progress of local production for local consumption, it is aimed to standardize the interconnection links.
Standards and/or applications guidance, as relevant, in the following aspects of capacity allocation in interconnection links of electric power systems are necessary:
- Definition of Interconnection
- Rule of Using Interconnection
- Definition of Empty Capacity
- Requirements of Connect & Manage
There are many experiences and findings and by using them, suitable network system can be realized not only to solve technical issues but also achieve cost effectiveness.
In this work, the criteria will be formulated/clarified and requirements of capacity allocation of interconnection links of electric power will be clarified and studying items will be evaluated to realize the necessary standard or guide for interconnection links of electric power.
