Scope

This document specifies requirements and test methods for phenol in aqueous (content limit) and polymeric (migration limit) toy materials.

Purpose

Legal limit values for phenol (migration and content) have been introduced to European toy legislation by Commission Directive (EU) 2017/774. A draft standardization request is available which request the elaboration of a standard to address the phenol limit values in order to provide a tool of assessing compliance with the law. Furthermore, an agreement between CEN and the European Commission (SA 2018-06) has been concluded which includes the development and validation of test methods for phenol (migration and content) and the elaboration of a standard based on these test methods.
