BS 7499:2020 Provision of static guarding security services – Code of Practice

Scope

This British Standard gives recommendations for the management, staffing and operation of an organization providing security guarding services on a static site.

NOTE Annex A gives information on the use of the term “security guarding”.

This British Standard does not apply to all security services, for example cash-in-transit services, the management and operation of closed-circuit television (CCTV), door supervisors, keyholding and response services, mobile patrol services and event stewarding.

NOTE Recommendations for cash-in-transit services, CCTV, door supervisors, keyholding and response services, mobile patrol services and event stewarding are given in BS 7872, BS 7958, BS 7960, BS 79841, BS 79843 and BS 8406 respectively

Purpose

BS 7499 needs to be revised following the committee review of the recommendations in the Manchester Bombing Report and the new Protect Legislation. The recommendations of the report have been analysed against the existing content to identify what content is missing or exists but can be further enhanced.

Originally BS 7499 was split in order to create BS 10800:2020 which would act as the overarching standard and BS 7499 would focus on the static guarding service provision. This better reflected how industry used BS 7499 and the rest of the security services portfolio.

As this standard has a shared history with BS 10800 the issues identified in Annex C below are still relevant wholly or in part to BS 7499 and it was therefore agreed that BS 7499 should be revised in parallel with BS 10800 using the new/enhanced content for BS 7499 where relevant for the provision of static guarding services, whereas in BS 10800 the content would be generic to the provision for any security service listed under the diagram in Annex B of this document.

Changes to BS 7499 are expected include the following:

Risk assessment from all perspectives will be given more prominence as a thread throughout the document.

Site surveys will take into consideration other service providers and how they will interact, including during an emergency.

Inclusion of active days versus dark days and how systems may interact with service provision.

Enhance counter terror training and awareness.

Inclusion of pro-active intelligence and ‘human factors’ in operational planning.

Broaden number of persons ‘employed’ to number of persons ‘deployed’.
