Scope

This British Standard gives recommendations for the management, staffing and operation of an organization providing security services.

Purpose

his standard is the overarching, umbrella standard, for the entire security services portfolio and is normatively cited in all of them. It details the manner in which an organization manages the provision of security services at a strategic level. Its recommendations are equally applicable across the security sector. For further sector-specific recommendations, organizations can refer to the applicable British Standard (e.g. BS 7984-3 for mobile patrolling or BS 7499 for static guarding, etc.). Although this British Standard is aimed at organizations that provide security services on a contracted basis, its provisions and guidelines could be equally applicable to those companies operating an in-house service provision.

BS 10800 needs to be revised following the committee review of the recommendations in the Manchester Bombing Report and the new Protect Legislation. The recommendations of the report have been analysed against the existing content to identify what content is missing or exists but can be further enhanced. Some key elements of the revision include:

Risk assessment from all perspectives will be given more prominence as a thread throughout the document.

Site surveys will take into consideration other service providers and how they will interact, including during an emergency.

Inclusion of active days versus dark days and how systems may interact with service provision.

Enhance counter terror training and awareness.

Inclusion of pro-active intelligence and ‘human factors’ in operational planning.

Broaden number of persons ‘employed’ to number of persons ‘deployed’.
