Scope
This document gives guidelines for the design, construction and operation of all onshore liquefied natural gas (LNG) installations for the liquefaction, storage, vaporization, transfer and handling of LNG and natural gas (NG).
This document is applicable for plants with an LNG storage capacity above 200 t.
The designated boundary limits are LNG inlet/outlet by the ship’s manifold including vapour return connection, the truck loading/unloading connection including vapour return, the rail car loading/unloading connection including vapour return and the natural gas in and outlet boundary by piping systems.
Terminals or plant types have one or more boundary limits as described in this scope (see Figure 1).
A short description of each of these installations is given in Annex G.
Feed gas for LNG liquefaction installations (plant) can be from gas field, associated gas from oil field, piped gas from transportation grid or from renewables.
Floating solutions (for example FPSO, FSRU, SRV), whether off-shore or near-shore, are not covered by this document even if some concepts, principles or recommendations could be applied. However, in case of berthed FSRU with LNG transfer across the jetty, the following recommendations apply for the jetty and topside facilities.
In case of solutions using floating storage unit (FSU) and land-based re-gasification solution, the on-shore part is covered by these standard recommendations.
Plants with a storage inventory from 5 t up to 200 t are covered by [5].
Purpose
Due to the complexity and a complete restructuring of EN 1473 during the preparation of the Enquiry Draft(s) as well as the Draft for Formal Vote an exceptional long time including an 18 month extension period to finish the standard was required. The revision of the standard could only meet the time frame set by CEN because some of the comments received after 2nd Enquiry were not dealt with and/or had to be postponed to the next revision of EN 1473, respectively Therefore, CEN/TC 282/WG 5 has summarised all comments (see N 259 of CEN/TC 282/WG 5) that have been put to a parking lot for next revision and declared itself in favour of starting the revision of EN 1473 right after its publication (see N 258 of CEN/TC 282/WG 5) in order to process these topics immediately.
Mr. Marian Krol, Convenor WG 5, has submitted a request to the Plenary Meeting of CEN/TC 282 on 14th April 2021 to initiate an official revision of the standard using the possibility of a PWI, which above all should ensure sufficient time for processing. A new working draft is to be prepared that could be used for the next systematic review. The next SR will be launched officially in 2026 at the latest.
With the help of this PWI, the work of the WG can thus be continued. If the PWI is not transferred to a NWI (New Work Item) within a period of 3 years, the project is automatically discontinued, and a new proposal must be submitted. For the case an earlier revision is required before 2026 (for instance safety-relevant aspects are discovered) the work is already done and could be launched, immediately.
