To facilitate ISO/TC265’s desire to have this guidance publish as soon as possible, this revision will comprise the addition of a quantification and verification of geological storage of CO2 clause as well as the correction of errors or inconsistencies only. Changes to other clauses in the Standard are not proposed as part of this revision, other than those necessary to incorporate quantification and verification.
Purpose and justification of the proposal
During the preparation of the original draft of this Standard the inclusion of a clause addressing quantification and verification (Q&V) was proposed but later removed in lieu of a separate standard on Q&V to be prepared by ISO/TC265 Working Group 4. A separate Standard on Q&V was prepared for the full CO2 capture, transportation and storage system by WG4, but was not successfully approved by ISO/TC265 members. Given the immediate global need to quantify and verify CO2 reductions, and complexity of the topic for full chain Q&V, ISO/TC265 agreed that a revision of ISO27914:17 to include Q&V for geologic storage would make the necessary guidance available as soon as possible. At the June 2021 Plenary, this issue was discussed and the following resolution was passed:
Resolution 16 (Virtual Plenary 2021): Q& V of CO2 Storage Revision ISO/TC265 resolves that Q&V of CO2 storage be addressed within WG3 as part of a revision of ISO27914 and that the Q&V Standard be limited to CO2 only. This Resolution would not limit any other NWIPs from advancing for other aspects of the CCS full chain and life cycle.
For the purpose of this revision, Q&V is considered to be the measurement, accounting of carbon dioxide received for geological storage, and the systematic evaluation of the reported amounts compared to expected performance. The purpose for adding Q&V to the existing geological storage standard is that ISO 27914 provides a clearly articulated and agreed upon scope to the operations of geologic storage of carbon dioxide. Integrating Q&V into this document will ensure a common approach is applied to the Q&V of carbon dioxide stored geologically, and to ensure an accurate approach is presented that provides transparency through completeness and consistency. It will also provide a basis for validation of carbon dioxide stored when compared to predicted storage performance.
