Scope

This standard specifies requirements to assure the safety of products and personnel in the whole process of spacecraft assembly, integration and test (AIT), including safety management and assurance requirements for space AIT centers, space test centers and other entities providing and operating infrastructure and facilities for spacecraft AIT.

Purpose

To protect the life and spacecraft safety is the most basic connotation of this standard. In the development of spacecraft, there are radiation and other dangerous factors. In this case, how to protect the safety of operators and spacecraft in AIT center is the purpose of the standard.

In the face of complex environment, which risks should be paid attention to and which methods should be adopted for different operations. The more specific these lists are, the more practical they will be to protect lives and property from loss. Identifying the potential risks can strengthen the safety awareness, and the measures to be taken after assessing the risk sources can effectively avoid the occurrence of safety accidents, while the specific risk points need to be clear will be more instructive.

In the development process, safety involves four aspects, operator, GSE, environment and process. The operator ability to identify and respond to hazards, work skills and qualifications, and safety awareness directly affects safety. GSE is an essential carrier ,whether it is in a safe and stable state is directly related to safety. Bad working environment will have a bad impact on people’s body and mind, cause unsafe behaviors of operators, cause their work errors and accidents. A reasonable management process can correctly handle the relationship among people, equipment, information, time and organization to ensure safety.

This standard puts forward effective methods to avoid hazards from the aspects of operator, GSE, environment and process and lists the risk factors, improves the safety manufacturing capability of spacecraft.
