It describes
- the existing standards and guides in the field of diffuse emissions from stationary sources with their scope/field of application and
- identifies the gaps and needs in standardized methods.
Contrary to the situation of stack stationary sources, the available standards for the quantification of stationary diffuse emissions is quite limited. This is partly due to the fact that there is a large variety of sources responsible for diffuse emissions and that the measurement methods associated are quite complicated to implement. However, as stack stationary emissions are going down, the contribution of diffuse emissions to European inventories is increasing, as a result it is necessary to promote the use of reliable methods of quantification of diffuse emissions in Europe. The first step is to have an overview of all existing guides and standards, with their scopes and to identify the gaps and needs. The objective of this proposal is to respond to that first need.
This document will allow the TFE (WG46) to prioritize the needs for developing new European standards on the topic of diffuse emissions.
