CEN/TC 442 N 740, Guidance, Framework and Implementation of Common Data Environment (CDE) workflow and solution, in accordance with EN ISO 19650

Scope

This Technical report will extend the basic information given in EN ISO19650 and 17439:2020 Guidance on how to implement EN ISO 19650-1 and -2 in Europe. It will detail and structure the concept of a Common Data Environment (CDE)

- as a workflow for the collaborative process of managing the information and information containers

- as a solution that fit to the management and project processes inherent for BIM It may be necessary to introduce further concept details as elements for understanding and implementation. Archiving and versioning of information containers can become very complex when considering various typical information situations of a project.

Further elements, rules and terminology for information management and digitisation may need to be explained and technically framed in the context of a CDE. It will be a large advantage developing at the same time the “Open API for CDE” in TC442 WG2

In particular this document will describe

- how to link a CDE according to EN ISO 19650 to an already existing Asset Management Systems of the Asset Owner;

- how to maintain and manage “living documents” like Information Models (AIM, PIM);

- how to maintain, exchange and manage Information Requirements like (OIR, AIR, EIR) as well as BIM Execution Plans (BEP);

- how to use and implement Information Delivery Plans for the above entities (MIDP and TIDP in ISO 19650);

- how to manage and collaborate between various Information Containers like models, requirements, container states;

- how to support process and workflow by a CDE based on the IDM and other Information Management concepts.

It will describe how to provide “Common Data Environment” throughout the whole life cycle (horizontal aspect) and throughout the spectrum of management levels and stakeholders (vertical aspect).

Important terms, processes and targets are expanded around the CDE concept. Relations to already existing normatives will be given.

Informative attachments such as templates and examples could be provided to the benefit of planner, supplier and operator as further guidelines.

Purpose

Initial situation and preliminary work

EN ISO 19650 Series gives a Framework on collaborative Information Management in BIM Important elements in this normative for Information Management across the entire value chain of the asset life cycle are

- Information Requirements such as Organizational Information Requirements (OIR), Asset Information Requirements (AIR), Exchange Information Requirements (EIR) and the related BIM Execution Plan (BEP),

- Information Models such as Project Information Model (PIM) and Asset Information Model (AIM)

- Information Specification and Plans such as Level of Information Need (LOIN), Master and Task Information Delivery Plan (MIDP, TIDP) and

- the technical and organizational tool and Workflow support to host and manage all of the above

- the Common data Environment (CDE).

EIR/BEP (CEN/TR 17654:2021) and LOIN (EN ISO17412-1) are already dealt with in separate Work Items in different Task Groups in different TC442 Work Groups.

Parts of a workflow specification can be found in the Information Delivery Manual (IDM) in ISO29481.

According to the EN ISO 19650 series the Common Data Environment (CDE) Workflow and Solution is the host of them all. Yet the Common Data Environment (CDE) is not covered by detailed specification, further elaboration or guidance to implementation. CEN/TR 17439:2020 Guidance on how to implement EN ISO 19650-1 and -2 in Europe remain more general in explaining a CDE.

Explicit preliminary work to explain what a CDE is and how it can be implemented has been done by a national initiative in German DIN. The result is published in March 2019 as DIN SPEC PAS 91391 “CDE”. CEN/TR 17439:2020 remains on the general level of explanation of ISO 19650 itself. As of this and the possible complexity of the CDE topic it was intended to specify this in a separate Work Item.

FprCEN/TR 17741 Guidance for understanding and utilize EN/ISO 29481-1 Building information models - Information delivery manual - Part 1: Methodology and format, is expected to be published early 2022.

CEN/TR 17654:2021 Guideline for the implementation of Exchange Information Requirements (EIR) and BIM Execution Plans (BEP) on European level based on EN ISO 19650-1 and -2 was published July 2021 .

This New Work Item on CDE should relate to the these works.

Need for standardisation

Not only since the publication of EN ISO19650 but especially since then an overwhelming market need for “CDE workflow and solution” is noted. From a “vertical” perspective a CDE supports common data management on high- and low-level managerial level (from Asset Management down to Project Level). A CDE definition must also cover the aspects of technical implementation and its organizational introduction to the participating project parties. There will be interfaces with the other entities of EN ISO 19650 (cf. above) - creating the need to be set in relation and to explain the requirements of these other standards. The outcome should be guidance and framework for all market participants in Building Information Modelling (BIM) enforcing Open BIM with non-proprietary tools.

The SME-dominated EU market currently shows a very rapidly growing demand for nonproprietary common guidelines and standards. A CDE is defined as THE base tool needed to fulfil these requirements. It should be accompanied by a certain level of normative guidance. A CDE ramework and guidance will also be needed to support the workflow described by a “Use Case” concept which is closely related to the ISO29481 “IDM”. This should be taken into account when producing a framework directive for managerial and technical CDE solutions
