CEN/CLC/JTC 1 N 652 , Adoption of TS 17021-11 Conformity assessment - Requirements for bodies providing audit and certification of management systems - Part 11: Competence requirements for auditing and certification of facility management (FM) management systems

Scope

This document specifies additional competence requirements for personnel involved in the audit and certification process of a facility management (FM) management system and complements the existing requirements of ISO/IEC 17021-1.

Purpose

This NWIP is proposed by CEN/TC 348 “Facility Management” and is for the CEN/CLC adoption without change of ISO/IEC TS 17021-11:2018 as CEN/CLC ISO/IEC TS 17021-11. This item was discussed at the January 2021 Plenary of CEN/CLC/JTC 1 as a follow up from the initiative from CEN/TC 348 leadership in December 2020.

Background

CEN/TC 348 “Facility Management” and ISO/TC 267 “Facility management” work under the Vienna agreement, and have developed and published the common management system standard:

• EN ISO 41001:2018 Facility management

- Management systems

- Requirements with guidance for use ISO/IEC TS 17021-11 cover "Competence requirements for auditing and certification of facility management (FM) management systems" and was developed and published in 2018 as a supplement and to support the FM management system standard EN ISO 41001. It was developed within a joint working group (JWG 51) established between ISO/TC 267 and ISO/CASCO under joint convenorship. European experts from UK, Ireland (co-convenor), the Netherlands and Norway (all members of CEN/TC 348) participated actively in the development of ISO/IEC TS 17021-11:2018. Page 2 of 6 Scope of ISO/IEC TS 17021-11 This document specifies additional competence requirements for personnel involved in the audit and certification process of a facility management (FM) management system and complements the existing requirements of ISO/IEC 17021-1. Justification for a CEN adoption of ISO/IEC TS 17021-11 Facility management (FM) integrates multiple disciplines in order to have an influence on the efficiency, productivity and economies of societies, communities and organizations, as well as on the manner in which individuals interact with the built environment. FM affects the health, well-being and quality of life of much of the world’s societies and population through the services it manages and delivers.

EN ISO 41001 sets out a coherent framework to enable FM to develop its purposes and vision. Personnel certifying the management system for FM need to have the generic competencies described in EN ISO/IEC 17021-1:2015, as well as the specific management system competencies described in ISO/IEC TS 17021-11. CEN/TC 348 decided in February 2020 to proceed with the actions needed for a CEN/CLC adoption of ISO/IEC 17021-11, see below.

This decision was approved and confirmed through a CEN/TC 348 ballot 2020-12-22. CEN/TC 348 Decision DECISION 125 taken by CEN/TC 348 on 2020-02-20 Subject: CEN/TC 348 – Launch of TC ballot for the possible adoption of ISO/IEC TS 17021-11 as a CEN deliverable CEN/TC 348 Facility Management,

• noting the publication of ISO/IEC TS 17021-11:2018 "Conformity assessment - Requirements for bodies providing audit and certification of management systems - Part 11: Competence requirements for auditing and certification of facility management (FM) management systems",

• considering that this Technical Specification supports the implementation of EN ISO 41001:2018 "Facility management

— Management systems

— Requirements with guidance for use",

• noting that similar European adoption has been done for these standards in the same series: o EN ISO/IEC 17021-2:2018 "Conformity assessment - Requirements for bodies providing audit and certification of management systems - Part 2: Competence requirements for auditing and certification of environmental management systems (ISO/IEC 17021-2:2016)" o EN ISO/IEC 17021-3:2018 "Conformity assessment - Requirements for bodies providing audit and certification of management systems - Part 3: Competence requirements for auditing and certification of quality management systems (ISO/IEC 17021-3:2017)"

• request the secretary to launch a TC ballot for the possible adoption of ISO/IEC TS 17021-11:2018 as a CEN/CLC TS,

• based on the outcome of the ballot, asks CEN/CLC/JTC 1 "Criteria for conformity assessment bodies" to take appropriate action. The advantages of a CEN adoption of the ISO/IEC TS 17021-11 are several:

• Improved quality as certification bodies in Europe can use a common European TS. Certification bodies have a responsibility to interested parties, including their clients and the customers of the organizations whose management systems are certified, to ensure that only those auditors who demonstrate relevant competence are allowed to conduct audits of an FM management system. ISO/IEC 17021-11 will play a role here. It is intended that all auditors possess the generic competencies described in EN ISO/IEC 17021-1, as well as the specific competencies described in ISO/IEC 17021-11.

Certification bodies will need to identify the specific audit team competence needed for the scope of each audit.

• CEN/TC 348 wants a CEN/CLC adoption of ISO/IEC TS17021-11:2018 because the TS is a useful tool and will help reinforce the use of EN ISO 41001 and other FM standards (see overview of FM standards here https://standards.cencenelec.eu/dyn/www/f?p=205:105:0::::: ) o it will promote the use of EN ISO 41001 as the management standard for FM o ISO/IEC TS 17021-11 is an open document and describes the competence requirements for bodies and persons who audit and certify FM management systems o It describes what you will look for and what represents a good checklist

• CEN/TC 348 feel ownership to ISO/IEC TS 17021-11 through the active participation of European (BSI, NSAI, NEN, SN) experts in the development of the document

• It will promote and help organizations to work in alignment with the FM management system standard through a certification process

• Certification based on ISO 41001 is done nationally by national or international companies

• A CEN/CLC adoption will make the standard more visible as a full member of the European FM standards and closer linked to EN ISO 41001

• ISO/IEC TS 17021-11 has a Facility Management “home” in CEN as CEN/TC 348 is an active sector committee, it was developed by a Joint Working Group between its mirrored ISO committee (ISO/TC 267) and ISO/CASCO (mirrored by CEN/CLC/JTC 1) with CASCO lead. 

• From the series of documents complementing the generic requirements of ISO/IEC 17021-1 for certification bodies with sector specific applications, i.e. specifying competence criteria for personnel auditing and certifying specific management systems, Part 2 (environmental management systems) and Part 3 (quality management systems) are adopted as European deliverables.
