13/1850/NP , PNW TS 13-1850 ED1 Electricity digital revenue metering

Scope

New specifications for digital meter.

The aim is to define requirements for:

- Energy calculation algorithm using IEC 61869’s digital sampled values.

- Cybersecurity

- Guaranteeing that the process runs continuously with efficiency.

Purpose

Many utilities are using IEC 61850's based substation automation control system all around the world. The CH NC is now proposing to go a step further and to interface metering devices via 61850 Process Bus. 

The object of this NP is to publish a TS for the use of digital inputs (current and voltage) coming from Instrument transformers (based on recent IEC 61869 series) through merging units for the metering devices.

Current and voltage measurements are two critical elements for the functional metering chain both for analog and digital instrument transformers. The new IEC 61869 series, which define digital interfaces of instrument transformers based on IEC 61850 authorizes to launch this NP.

The final goal of this work is to standardize a complete digital metering function for billing purposes (from the Instrument transformer to the meter). In most countries, there is a legal obligation to comply with metrology regulation. In parallel, the European R&D 'Future Grid Project II (from EMPIR 2017)' about 'Metrology for the next-generation digital substation instrumentation' is about to end within 2021. Its aim is to provide the appropriate methods to verify the accuracy of the measurements and ultimately to be able to certify the metering system.

Finally, the cybersecurity aspects guarantying the inviolability of metering data on this system has to be covered.

The communication between the meter and the data collecting system covered under IEC 62056 is not in the scope of this NP.
