This document is intended for all water utilities supplying water and/or wastewater services regardless of the type of organization or of the size of the utility.
This document specifies guidelines for the planning and implementation of water and wastewater systems' infrastructure hardening.
This document is applicable to all water utilities, of whatever size whether public or private, that wish to plan or review the effectiveness and efficiency of their water and/or wastewater system infrastructure hardening.
Hardening of water and wastewater infrastructure is one of the crucial issues to be dealt with when formulating and implementing a plan for assuring the security of the water/wastewater quality and systems.
Hardening of water and wastewater infrastructure consists in the construction and creation of barriers that may include physical and electronic elements, with the purpose to make it difficult to intentionally/or unintentionally disrupt the services supply and quality. By writing and publishing international guidelines for the planning of water and wastewater infrastructure hardening, water and wastewater protection of water utilities installations will be promoted and will enhance the water and wastewater services security.
As a result of the political situation in the world, climate change phenomena, wars and terrorism, the threats to infrastructure damage including water and wastewater infrastructure have increased significantly and as a result, we see more and more crisis situations affecting those infrastructures and the services they are intended to provide, increasing the need for guidance on how to harden the infrastructures of water and wastewater utilities.
