21A/755/NP, PNW 21A-755 ED1 General Safety and Performance Requirements of Battery Management Systems

Scope

This standard deals with safety, performance requirement and control parameters of Battery Management System (BMS) for safe working of battery electrical energy storage system and defines testing methods for safety, performance and control functioning of BMS for intended application. The control parameters defined in this standard are basic minimum and system can include control parameters in addition to these specified basic minimum requirements.

This standard is applicable to stationary application with power generation system such as photo voltaic power plant, wind turbine power plant and others.

The battery pack level battery management system shall conform to this standard. This standard is applicable to battery management system connected to any number of battery systems in series or parallel.

This standard does not address the safety requirements of any specific battery chemistry. Safety and functional requirements for BMS, based on battery chemistry has to be considered additionally.

This standard does not specify the controller logic, technology and communication protocol for the battery management system. The battery chemistry and technologies are out of scope of this standard. The applications other than the one covered in this standard are out of scope.

Purpose

This new work proposal is to adopt a uniform international standard for the Battery Management System (BMS). The application of batteries is increasing which require BMS for their safe operation, monitoring, communication and balancing. At present no specific IEC standards for purpose of evaluation of BMS exists, current standards for batteries specify need of BMS and performance expected by battery. BMS prevents overcharge, over discharge, over current, short circuit in batteries which is critical for safe operation and long life of batteries. It also prevents operation of battery outside safe temperature limits only. There is a need of standard for testing accurate operation of BMS. The design and construction of BMS and electrical spacing of circuit in BMS needs to be standardized according to battery voltage rating. Standard must specify the operating conditions which BMS should sustain and electromagnetic compatibility tests as well. The accuracy of sensors measuring battery and cell voltages, current and temperature for providing critical protection function and monitoring of battery and cells also needs to be specified. Another important function of BMS which is balancing the state of charge of cells for maximum utilization of battery capacity also needs to be tested. The standard should also specify battery parameters to be monitored and communicated for making battery compatible with external devices and for data logging and diagnostic purposes. There is no standard for testing performance of BMS pertaining to design, quality, safety, installation and operation practices. Hence, it is proposed to form a new standard for BMS. Already a standard has been developed and adopted by the Indian National Committee for Safety and Performance Requirements of BMS..
