ISO/NP 6996 Meter verification using master mass flow meter (MFM)

Scope

The proposed standard is intended to specify the criteria and metrological requirements for qualifying a master mass flow meter (MFM) and the maintenance of its master meter status. The proposed standard is also intended to include the requirements and procedures for meter verification using master mass flow meter to verify and check the stability and performance of a duty mass flow meter.

The meter verification process is undertaken by an authorised party and the verification output will be a meter verification report.

The proposed standard can be applied to duty MFM installed on at the oil terminal, bunker tanker or a receiving vessel.

Purpose

Industry challenges:

•Duty MFM (ie. installed on oil terminal, bunker tanker, receiving vessel) requires verification and calibration to ensure performance of the MFM over time

•Regular re-calibration of MFM is a costly and time-consuming process as duty MFM needs to be removed from site and sent to facility for re-calibration as in situ calibration may be difficult or is not possible

•No swift means to check the duty MFM for any interference to it affecting measurement, and/or noncompliance or breach of system integrity and metrological requirements Benefits:

•Introduces an efficient and less costly process for periodic (eg. annual) and independent check if a duty MFM performance meets the custody transfer requirements during its commercial lifespan

•Provides a quick method (eg. takes half a day or less) to make an assessment of compliance by the duty MFM

•Supports global bunkering industry in maintaining fair trade and promoting trust

•Will be useful in helping ports all over the world to transition to MFM bunkering

•Complement two ISO standards which cover duty MFM installed on bunker tanker or receiving vessel:

•ISO 22192 Bunkering of marine fuel using the Coriolis mass flow meter (MFM) system

•ISO 21562 Bunker fuel mass flow meters on receiving vessel — Requirements
