CEN/TC 154 N 1646 , Sustainability of construction works - Environmental product declarations Part 1 & Part 2

Scope

There is a need to provide product category rules for aggregates in order that Environmental Product Declarations (EPD) can be approved. WG13 was tasked to manage liaison with CEN TC 350 (CEN TC 154 Plenary Sept 2013). The production of PCRs for aggregates has started, and is in the process of being revised in line with amendment to EN 15804 and informal comments from CEN TC 350/WG3. WG13 is making a retrospective request for a new WI to complete this work to CEN enquiry.

Two TRs are proposed to address aggregates that are incorporate into bound products and aggregates used unbound. The information will support declaration under BRCW 7: Sustainable use of natural resources.

Purpose

The TRs provide core product category rules for type III environmental declaration of natural, manufactured and recycled aggregates for building and civil engineering according to EN 17555, 13383 and 13450.

The TRs define the parameters to be reported, what EPD types (and life cycle stages) to be covered, what rules to be followed in order to generate Life Cycle Inventories (LCI) and conduct Life Cycle Impact Assessment (LCIA) and the data quality to be used in the development of EPDs.

In addition to the common parts of EN 15804:2012 + A2:2019, the TRs:

- define the system boundaries,

- define the modelling and assessment of material-specific characteristics;

- define allocation procedures for multi-output processes along the production chain,

- include the rules for calculating the LCI and the LCIA underlying the EPD;

- provide guidance for the determination of the reference service life (RSL).

- give guidance on the establishment of default scenarios.
