CEN/TC 154 N 1647 , Aggregates for construction works: release of regulated dangerous substances

Scope

The TR will be structured to support both parts 1 and 2 of prEN 17555. Part 1 will provide information that can be used to form normative clauses. The information in part 2 will be complementary and non-contradictory to support the practical application of part 1. The information will be in the form of supporting clauses and an informative annex that will include advice on reasons for testing, test method selection, test method conditions (e.g. final liquid to solid ratio) and declaring release of RDS.

It is anticipated that the information will be transposed for other aggregate standards.

The TR will be based on CEN prEN 13637-1 on how to choose and implement prEN 13637 -2 and -3 leaching test methods, as appropriate, and associated analytical methods into the standard.

Purpose

There is a need to provide information on implementing testing release of regulated dangerous substances (RDS) for prEN 17555.

There is uncertainty when RDS will be implemented, to comply with mandate M/125, as there are no approved European Standard methods for testing the release of RDS. However, as the CEN TC 351 tests on RDS release, prEN 16637-1 to -3 are being prepared for CEN Enquiry it is prudent to be ready in case incorporation of RDS needs to be expedited into prEN 17555. This proposal also responds to NWI proposal (document TC154.N1550) to provide informative text that may be included in the part 2 of the standard.

This project will combine the information gathered under preliminary work items PWI 154174, 154175 and 154176 (CEN/TC154 decision of May 2016). Information will be restructured, to meet the needs of the new standard prEN 17555 so that information can be readily incorporated to address RDS as and when necessary. It is anticipated that similar information will be developed for EN13383 – Armourstone and EN13450 – Railway ballast.
