ISO/NP 10020 Quality management systems -- Organizational change management -- Process reference model

Scope

The purpose of this Technical Specification is to define a generic process reference model for organizational change management that can be used by any organization when undertaking any form of organizational change management. It comprises process descriptions that define the organizational change management processes.

In addition, it gives guidance to organizations to be agile and quickly proactive and adaptive during and after severe changes and maintain the quality and timeliness of their products. Supporting informative diagrams describing the processes are defined.

Since change management is a key approach to risk-mitigation in organizational development, this Technical Specification follows a risk-based approach. Risk-based change management is a bestpractice approach to strategizing and managing organizational change, as it allows changes to be prioritized and focused on the most important needs and opportunities.

1. Each process is defined using the generic process template that is provided in ISO/IEC TR 24774: 2010 Guidelines for Process Description, and covers the purpose, outcomes, activities, tasks and information items of each process.

2. Documentation items to be produced during the OCM processes are defined in Annexes A and B.

3. Annex C provides the statement of conformity in accordance with ISO/IEC 33004 requirements for process reference, process assessment and maturity models. This Technical Specification aims to provide organizational change management practitioners with the information required to manage and perform organizational change management in any organization. Purpose

Organizational Change Management is an activity that affects every organisation, in all countries. There is presently no standard in this area, nationally, from ISO, or from professional bodies. In most instances, organisational change management is poorly understood and poorly executed. This is a new Technical Specification that is designed to work with existing management system standards (e.g. ISO 9001, ISO 14001 etc). It provides a framework for organisational change management, that if applied effectively, can make a dramatic difference in to the economic performance of all organisations.

This document is applicable to all types and sizes of organizations that:

• implement, maintain and improve a QMS or any MSS.

• need to be able to cope with rapid and unprecedented changes in their context to fulfil their mission and deliver quality products timely even during times of adversity or crisis or epidemics.

• seek to enhance their competitiveness even in a changing context and be more sustainable.

Considering COVID-19 Corona Virus Crisis, millions of organizations around the world found themselves in the mid of unprecedented rapid disruptive changes, for which no one was prepared and recognized that business will no more be as usual. ISO 9000 Family of Standards are the most famous standards in the world and hundreds of thousands of organizations implement them and certified according to ISO:9001.

This Standard will contribute to the problem of responsiveness and proactivity of organizations and their ability to cope with rapid changes in their context and business environment and becoming more speedy and agile in fulfilling their mission and delivering products and services in a changing context or crisis and Epidemics. Especially in the recent period around Covid-19 as well as in so-called FUCA business environment, OGM becomes an essential party of the quality system management
