Standards Development

Scope

(1) The TS sets out requirements and guidance to minimise the risk of injury to occupants of heavy rail vehicles in the event of a collision or derailment.

(2) This document is applicable to new interior designs for passenger vehicles (e.g. coaches, fixed units, trainsets). It is also applicable to refurbished interiors. Note: For existing vehicles, which do not incorporate interior passive safety measures, the requirements set out in this document are not intended to be applied retrospectively. However, when such vehicles are refurbished at least the geometric requirements should be applied as far as practicable.

(3) Vehicles reserved for a strictly historical or touristic use are excluded from the scope of this document. Note: Historic or touristic use refers to vehicles with low annual mileage and/or low speed, and hence with reduced risk of collisions.

(4) This document includes requirements for areas of the interior for staff, including drivers’ cabs.

Purpose

If a train collision occurs, many injuries to passengers are caused by secondary collisions with interior fitments (seats, tables, partitions etc). This TS will encourage the development of ‘passenger friendly’ fitments which typically have rounded edges, avoid sharp features and fracture planes which add minimum cost when designing new rolling stock interiors. Even in the absence of a collision, thoughtful interior design minimises injuries due to slips, trips and falls. This TS builds on the state of the art developed since the TecRec and UIC IRS were published, and draws on the expertise and consensus of global experts in this field; the TS will focus on low-cost proposals in its content.
