CEN/TC 278 N 4271 Intelligent transport systems - ESafety - ECall end to end conformance testing

Scope

This European Standard defines the key actors in the eCall chain of service provision as:

1) InVehicle System (IVS)/vehicle,

2) Mobile network Operator (MNO),

3) Public safety assistance point [provider](PSAP), in some circumstances may also involve:

4) Third Party Service Provider (TPSP), and to provide conformance tests for actor groups 1) 4).

NOTE Conformance tests are not appropriate nor required for vehicle occupants, although they are the recipient of the service.

This European Standard covers conformance testing (and approval) of new engineering developments, products and systems, and does not imply testing associated with individual installations in vehicles or locations.

Purpose

The actual EN 16454:2015 is based on core standards, which have been released in 2015 (EN 15722, EN 16062, EN 16072) and in 2011 (EN 16102). Multiple of those core standards have been revised in 2020 (EN 15722, EN 16062, EN 16072). A revision of EN 16454 is required to keep the eCall standards in sync. EN 15722:2020 mandates 3 positions (current and two delta positions) in the MSD, but for this new requirement, no test case is defined in EN 16454:2015. This gap should be closed in the revised EN 16454.

The assignment of essential tests in clauses 7.x contains failures, which should be fixed in the revised EN 16454.

The description of individual test procedures (e.g. of CTP 1.1.16.2 in clause 9.4.41) should be corrected and the references should be updated (e.g. of CTP 1.1.14.1 in clause 9.4.32).
