ISO/TC 309 N 355, ISO/NP TS 17021-13 Conformity assessment - Requirements for bodies providing audit and certification of management systems - Part 13: Competence requirements for auditing and certification

Scope

This Technical Specification complements the existing requirements of ISO/IEC 17021 and specifies additional competence requirements for personnel involved in the audit and certification process of compliance management systems.

Note: This Technical Specification is applicable for auditing and certification of a compliance management system based on ISO 37301. For auditing and certification of Anti-Bribery management systems ISO/IEC TS 17021-9 applies.

Purpose

ISO/TC 309 has approved ISO DIS 37301 Compliance management systems – Requirements with guidance for use.

Work conducted within ISO/TC 309 on ISO 37301 has indicated a need for the development of specific competence criteria for auditing and certification body personnel. TC309/WG4 Compliance Management Systems and TC309/WG2 Anti-bribery management systems consulted with experts to consider the options for: revising part 9 to include compliance, developing a new part x or relying on part 1, and the consensus was to have a new part x. This was confirmed by ISO/TC 309 at its meeting on 9 November 2019, as per resolution 11/2015.

It has been recognized that the competence of personnel involved in third-party auditing and certification is a significant element that can affect the quality and reliability of certification processes and decisions and may affect the perceptions and credibility of the value that ISO management system standards provide.

ISO/TC 309 seeks to achieve the publication of the auditing and certification competence requirements concurrently with the expected publication of ISO 37301, so that these requirements are available when the standard is published.

If approved, this Technical Specification will become a new "Part" to ISO/IEC 17021 series and be a project under the administrative lead of ISO/CASCO, with ISO/TC 309 providing the necessary technical expertise.
