ISO/TC 211 N5356 ISO/PWI 19144-3 Geographic information - Classification systems - Part 3: Land Use Meta Language (LUML)

Scope

This part of ISO 19144 specifies a Land Use Meta Language (LUML) expressed as a UML metamodel that allows different land use classification systems to be described. This part of ISO 19144 recognizes that there exist a number of land use classification systems. It provides a common reference structure for the comparison and integration of data for any generic land use classification system, but does not intend to replace those classification systems. Moreover, the proposal recognises the intricate relationship between Land Use and Land Cover and their interdependency. This part of ISO 19144 complements part 2, the Land Cover Meta Language (LCML) and may be used independently to describe Land Use or together with LCML to describe a combined Land Cover Land Use. Reference is made to an external register of elements that may be used to extend LUML. The detailed structure of the register is defined in a separate part of 19144.

Purpose

TC211 Resolution 888 states:

“Noting comments in N 4734 and the interest on establishing land use classification, ISO/TC 211 invites the Food and Agriculture Organization of the United Nation to submit a new work item proposal for a stage 0 project.

The stage 0 project shall respond to the comments in N 4734.

The stage 0 project shall study the integration of specific land cover classifications with ISO 19144-2 and how to address the land use classification.”

The result of the work of the Stage 0 Project Team was a Review Summary document (TC 211N5203) that recommended a revision of ISO 19144-2. The Review Summary report identified several extensions to ISO 19144-2:2012 Geographic information - Classification systems -- Part 2: Land Cover Meta Language (LCML) to address the comments in N 4737 and a number of comments raised by the Project Team to better support the description of some Land Cover and mixed Land Cover / Land Use nomenclatures such as the European EIONET Eagle model.

The Review Summary recommended the development of a new separate standard in the 19144 series – a Land Use Meta Language (LUML) expressed as a UML meta model that allows different land use classification systems to be described. In the revision of 19144-2 a mechanism is planned to be included to support the integration of a description of Land Use, which will be defined in this part of 19144 (-3). Certain aspect of Land Use currently included in 19144-2 will be moved to this new part on Land Use.

To avoid confusion, the proposed number for the new part of 19144 that addresses land use should be numbered 19144-3. The new separate part of 19144 that addresses registration (for both Land Cover and Land Use elements) should be numbered 19144-4.

There is a significant market for this 19144 series of standards. The existing standard 19144-2 is well used by the UN Food and Agriculture Organization and is an important aspect of supporting UN Sustainability Goal 2 "Zero Hunger". A number of use cases have been presented to the Stage 0 Project Team, including the use in developing countries in cooperation with the FAO, and in developed  countries such as in Europe as an aspect of the European Common Agricultural Policy. The revision of 19144-2 and extension of this standard to address land use, and better address registration of elements is at the request of nations that wish to integrate their national or regional systems with these standards.
