The measurement consists of the following three aspects; Basic Management Performance (BMP), Good Management Performance (GMP) and Energy Improvement Performance (EIP)
This document is applicable for all organizations regardless of their size, type or activity.
Purpose Measuring the score of establishment situations of EnMS, implementation situation of EPIA and improvement of energy performance quantitatively ensures organizations that they: are encouraged to improve energy performance continually;
can explain the level and situation of management system and energy performance:
- to the inside, and contribute to decide energy performance improvement actions (EPIAs);
- to the outside and acquire external evaluation. Additional expected benefits are:
application to national policy (regulation, financial subsidy, etc.), or expanding opportunities installing EnMS and promoting implementation of EPIAs.
Justification
Current management system standards are evaluated by ON/OFF as certified or not. Once the certification has been awarded, the largest interest of the organizations tends to become maintenance of the certification, and their efforts will be devoted for it. As a result, consciousness toward continual improvement of energy performance sometimes drops off.
Actually, some evaluation systems such as the US SEP50001 and the Energy Management Leadership Awards have started as pioneers and they have been successful. And, this proposal has been made from the idea that it would be even more effective to expand the range to be evaluated from beginners to experts and make continual evaluation possible in considering international standardization. In other words, such an international standard to quantify the effectiveness of the management system for improving energy performance and results of energy performance improvement of the organization, which is not a progress scoring considering in various fields, is required regardless whether certification of the ISO 50001 has been acquired or not. We conducted the market research on this proposed method to Japanese companies. Its result shows that thirty percent of them want to use this proposal for their self-evaluation. Especially, the half of automotive and automotive parts industries want to use it. And five percent of manufacturing companies answered that they are willing to disclose the scores as efforts of their energy performance improvement activities. After this propose has been standardized, it is expected that the culture of disclosing and comparing the scores among organizations be established and the activities for improving their energy performance be accelerate more.
Thus, there is a strong market need for this proposed method. This document enables the organizations to compare not only the past and present progress of its own organization by selfmeasurement but also to compare with other organizations. As a result, it is expected that their activities for improving their energy performance be accelerated more, through scoring, comparing and disclosing their EnMS progress.
