Equipment used for package substation as defined in this document has been designed and tested according to the relevant international standards.
In recent years, with the acceleration of investment in new energy industries, high-tech industries, and advanced equipment manufacturing, the market demand for high-voltage package substations has continued to increase, and has developed into a new type of substation construction model. This new construction mode uses package buildings and structures to reduce on-site construction. It adopts highly integrated primary equipment, and packages some primary equipments and secondary systems in containers in the factory, reducing on-site installation and debugging workload. The entire substation construction process has become integrated design, factory production, module assembly, and convenient construction. Therefore, high-voltage package substation has obvious characteristics such as low cost, high efficiency, small footprint, and environmental friendliness. With the continuous development of urbanization and industrialization, investment in power grid infrastructure construction will continue to increase. In urban substation construction, rail transit power supply systems, data center power supply and other fields, high-voltage prefabricated cabin substations will usher in a wider market. Moreover, it is especially suitable for the rapid completion of substation expansion and construction in the event of a public emergency, and strong guarantee of power supply under extreme conditions. There are several technical solutions on the market. For the wide use of high-voltage prefabricated cabin substation, standardized definitions and requirements need to be fixed in a technical specification.
At present, in different countries there are many differences in the design, operation and maintenance of package substation with 52kV or above level. Which implies that some products with advanced technology and good performance cannot be implemented in an international scale, and some advanced concepts and good practices cannot be shared. In order to standardize the design, functional and technical requirements of package substation, standardize the design, operation and maintenance of relevant equipment, share relevant engineering experience, it is urgent to develop relevant specification in the field of package substation within the framework of TC99.
