ISO/TC 20/SC 16 N 284, ISO/PWI 23629-8 UAS Traffic Management (UTM) - Part 8: Remote identification

Scope

This document establishes a high level concept and framework of UAS Remote Identification. It also covers definition of remote identification method and minimum requirement for safety of UAS industries.

Purpose

While UAS have been used in various commercial fields, it also increases the risks associated with unidentified UAV. Safety is top priority for airspace in each country. Remote Identification is the ability of a UAS in flight to provide identification information that can be received by other parties. The objective of this proposal is to increase UAS remote pilot accountability by removing anonymity while reserving operational privacy for remote pilots, businesses, and their customers. This function is essential for UTM and public safety and then generic remote identification model will help to spread and safety unmanned aircraft traffic management.

Since some organizations such as ASTM International and EUROCAE already developed documents related to Remote Identification, ISO/TC 20/SC 16/WG 4 will carefully check contradiction and inconsistency between terms and definition, and this document should refer to those existing documents as needed.

At the 9th plenary meeting, ISO/TC 20/SC 16 approved to register this item as PWI that was resolved given in N259/2019 in order to prepare a NP, and ISO/TC 20/SC 16/WG 4 agreed to start this NP as a result of discussion.

Consider the following: Is there a verified market need for the proposal? What problem does this standard solve? What value will the document bring to end-users? See Annex C of the ISO/IEC Directives part 1 for more information.
