Organizations need access to large amounts of high-quality data to achieve the benefits digital transformation and the digital economy. For example, transformation of digital services require data to be shared, exchanged or exploited to deliver benefits and value. It has proven challenging to determine on what basis the decision to use data is authorised.
Issues such as privacy, security, quality and value are all considerations. Guidance for making decisions around data usage is often ad-hoc and utilises inappropriate contexts. The aim of this document is to provide a coherent set of considerations and guidance that will help organisations develop their decision making process around use of data.
