Scope

This international standard provides guidance on

a) options for engaging the market in satisfying a client’s need for new or refurbished construction works,

b) the development of procurement strategies for one or more projects involving the acquisition of goods, services or any combination thereof irrespective of complexity, size, duration or life cycle stage, and

c) the formulation of procurement tactics which enable identified procurement strategies to be effectively implemented.

Purpose

The current 8 parts of ISO 10845 address parts of the procurement and delivery management system. They focus on the characteristics of procurement processes, methods and procedures and the detail relating thereto. They introduce the concept of procurement strategy for a particular procurement and make provision for a range of methods to solicit tender offers but fall short of providing definitive guidance on the systematic development of a procurement strategy and procurement tactics.

Procurement strategy is increasingly being recognised as an enabler in construction works projects in the quest for value for money. BS 8534, for example, includes guidance on procurement strategy and tactics. The World Bank in their 2016 Regulations require that a project procurement strategy be developed to address how procurement activities will support the development objectives of the project and deliver best value for money under a risk-based approach. The South African National Treasury have in their recently published standard for infrastructure require that a procurement strategy be developed for all infrastructure projects.
