CEN/TC 294 N 941 Adaptation layer specification toward the transport of M-Bus application data over alternative radio protocols

Scope

The Adaptation Layer specification should enable M-Bus based application providers to transport their radio messages over an alternative radio access technology. The adaptation layer is an intermediate layer between EN13757 higher layers (APL, AFL, TPL) and the L2 of the new radio protocol. It shall define SDU (Service Data Unit) and PCI (protocol Control Information) fields in order to exchange PDU (Protocol data Unit) with L2 of the new radio protocol. The Adaptation Layer interface should be agnostic to the underlying radio technologies.

Examples of use of the common interface by radio protocols (e.g. LoRaWAN) will be described in informative annexes.

Purpose

The European Commission mandate m/441 asks CEN in the field of measuring instruments for the development of an open architecture for utility meters involving communication protocols enabling interoperability.

This European Standard is targeting the standardization of communication interfaces for systems with meters and remote reading of meters for all kind of fluids and energies distributed by network.

The purpose of this NWI is to propose an alternative approach to extend the adoption and dissemination of M-Bus using existing and field proven radio access technologies. The alternative approach consists in defining an “Adaptation Layer” that will provide a common interface that new radio access networks can use for transporting EN13757 higher layers data. The alternative approach provides a common interface that can be used with other existing (e.g. LoRaWAN) or future radio access protocols defined in other standard organizations (i.e. ETSI, 3GPP…) or subject to IPR licencing terms not compliant to the CEN IPR policy.
