Revision of TR 15120, Tanks for the transport of dangerous goods â Guidance and recommendations for loading, transport and unloading.

Scope

This Technical Report provides guidance and recommendations to enable the transfer of product and vapour between the loading gantry, the tank truck and the service station.

The European Parliament and Council Directive 94/63/EC (VOC Directive) requires operators to ensure that petroleum vapours are not emitted into the atmosphere during loading and unloading. The recommendations and guidance given in this document are intended to assist users in meeting the requirements of this Directive.

This Technical Report acknowledges that, for climatic and logistical reasons, alternative technical solutions are commonly used in the Arctic Region.

This Technical Report gives guidance and recommendations for loading at terminals and discharge at service stations or customer premises of tank trucks transporting dangerous substances of Class 3 of ADR - European Agreement concerning the International Carriage of Dangerous Goods by Road – (flammable liquids) which have a vapour pressure not exceeding 110 kPa at 50 °C and petrol, and which have no sub-classification as toxic or corrosive.

Purpose

Systemic review of TR 15120 Guidance and recommendations for loading, transport and unloading. To consider the effect of the changes to the Regulations, EN 12972 and EN 14564 (referenced standards), EN 13094, EN 14025 and EN 13922, and the introduction of EN 17110, to the current issue of TR 15210 and to amend accordingly.

The topics to include:

o Document title and scope require review. Current document only covers petroleum tankers, what about all other TC 296 tankers? Should the title and scope be changed to Petroleum Tank vehicles?

o Normative references – to include all applicable equipment standards.

o Definitions, add and delete as necessary (terms defined by regulations to be deleted).

o Earthing and bonding to be revised to reflect IEC/TS 60079-32-1 and regulation requirements added.

o Text to be revised to reflect changes to regulations and particularly EN 13094.

o Clauses 4.3 and 5.3 to be revised.

o P/V vent to be replaced by breather device.

o Operation of these devices to be considered.

o Vapour manifold vent valves to be added.

o Flame arrester requirements to be revised.

o Installation and operation of OPS to be reviewed to reflect changes to EN13922

o Type1/type2 designs to be reviewed.

o OIML requirements with respect to piping and product retention to be considered.

o Electrical hazardous area zoning and operation of permanently energised circuits to be considered.

o Consideration has to be given as to how new and future product mixes/blends are accommodated

o Bibliography to be reviewed.

o Presentation of document to be reviewed, should more use be made of annexes?
